Proposal Manager at Duotech

Job Summary: We are seeking a highly skilled and motivated Proposal Manager to join our team in the defense industry. The Proposal Manager will be responsible for leading and managing the proposal development process from start to finish, ensuring that all proposals are compliant, compelling, and submitted on time. This role requires a strategic thinker with excellent project management skills and the ability to work collaboratively with cross-functional teams.

We specialize in the repair and sustainment of embedded electronics on military platforms, the design and production of cost-effective radar and electronic warfare (EW) systems, and the optimization of automated test equipment (ATE). Having completed repairs for over 12,000 unique NSNs for more than 40 U.S. military ally countries around the world, DSL is a uniquely capable engineering services firm actively supporting the global sustainment of mission critical warfighting capabilities.

Key Responsibilities:

  • Proposal Development: Lead the development of proposals, including creating proposal outlines, compliance matrices, and proposal schedules.
  • Team Leadership: Provide direction and leadership to cross-functional teams assigned to proposal efforts, ensuring all team members understand their roles and responsibilities.
  • Compliance: Ensure all proposals are compliant with government regulations and company policies.
  • Strategy Integration: Partner with Capture Managers to integrate opportunity strategies, solutions, themes, and discriminators into the proposal response.
  • Quality Assurance: Review and edit proposal content for clarity, consistency, and compliance.
  • Schedule Management: Develop and manage proposal schedules to ensure timely completion and submission.
  • Costing: Coordinate with engineering and program management to ensure all program scope is accounted for, bills of materials are created, and vendor quotes are collected. Also ensure all costing risks are identified, and mitigations documented.
  • Resource Coordination: Coordinate resources, including writers, subject matter experts, and graphic designers, to produce high-quality proposals.
  • Risk Management: Identify and mitigate risks associated with proposal development and submission.
  • Continuous Improvement: Implement best practices and continuous improvement initiatives to enhance the proposal development process.

Qualifications:

  • Education: Bachelor’s degree in Business, Marketing, Communications, or a related field. Advanced degree preferred.
  • Experience: Minimum of 5 years of experience in proposal management, specifically within the defense industry.
    • Program management and/or engineering or technical leadership experience.
    • Experience leading large competitive proposal efforts and developing/standardizing proposal process best practices for U.S. and/or foreign government aerospace/defense pursuits.
    • Experience leading classified proposals in aerospace/defense or a similar high-technology environment.
    • Extensive familiarity with cost volume content and development processes.
    • Experience interfacing with executive level management and leading customer engagements.
  • Skills: Strong project management and organizational skills.
    • Excellent written and verbal communication skills.
    • Ability to lead and motivate cross-functional teams.
    • Proficiency in Microsoft Office Suite and proposal management software.
    • Knowledge of government contracting and procurement processes.
  • Certifications: APMP certification or equivalent is a plus.
